Summary
The Construction Inspection Technician will perform specialized technical and field services including field engineering, construction inspection, and other project related functions in the field or office according to established methods. The person in this position will act as a representative of the Project Manager (PM), interact with contractors, and monitor construction work quality and conformance to standards. This person will be required to quickly and accurately read and interpret plans, organize tests, gather data, interpret results, submit reports and records, and carry out assignments with the project team members.

Distinguishing Features
This is the first level of a four level series. The CIT 1 does entry level applying professional Engineering theory, principle and methods to the work. Employees at this level are assigned small, routine or less complex projects with limited independent technical judgment and close supervision. Employees perform simple and routine tasks under close supervision or from detailed procedural guidelines. Gathers and maintains engineering data such as testing results, drawings, etc.; performs computations by substituting number in specified formulas; plots data and draws simple curves and graphs.

Essential Duties and Responsibilities


  • Responsible for project communications and project deliverables production, on time and within budgets and resolving routine technical problems.
  • Perform specialized field engineering services; read and interpret plans and specifications for public works projects
  • Plan and execute field engineering, construction, and inspection activities (e.g. inspect earthwork construction; inspect construction of structures; monitor traffic control effectiveness, etc.)
  • Consult with PM or Assistant PM and other professional staff regarding construction inspection and field engineering project tasks, schedules, and requirements as needed
  • Keep PM informed of issues/resolution; determine with PM if PM involvement is needed
  • Submit daily progress reports and maintain documentation
  • Adhere to QA/QC protocols and practice health and safety awareness and self-protection at all times
  • Performs other related duties as assigned


    Requirements/Minimum Qualifications

    Education:
    Minimum High School Diploma or equivalent, required

    Licenses/Certifications

    • ODOT General Construction Inspection Certification, or ability to obtain in 2 months
    • Other ODOT Construction Certifications (i.e., Bridge Construction Inspection, HMAC Inspection, Environmental Construction Inspector, etc.), preferred


      Previous experience/skills:Required


      • Proficient contractor communication/interaction skills
      • Proficiency with inspection roles, responsibilities, and authority of Construction Inspectors including those reflect in the setting of public works projects and the Oregon Standard Specifications for Construction
      • Basic ability to: read and understand contract documents, including plans and specifications; enforce contractor adherence to performing the work as required by contract
      • Basic proficiency and diligence in properly recording information in daily reports for contractor activities, field measurements and quantities, Field Inspection Reports or other documents to record quality of work or materials and quantity of work performed
      • Intermediate level ability to draw conclusions from survey data and field engineering/construction inspection observations
      • Excellent oral, written, and interpersonal communication skills; demonstrated technical judgment and effective client/contractor interaction skills
      • Proficient with personal computer systems and ability to learn software used for design engineering and/or construction management

        Accountability

        • Receives direction from Field/Construction Assistant PM, Senior Management staff, and/or Field/Construction Group Manager

          • Follows established procedures and exercises independent judgment with broad guidance and direction from project management
          • Accountable for technical performance on projects and for successful completion of assigned project tasks



            Working Conditions and Physical Requirements
            This work is done both in the field and within an office environment. When field assignments are required, the working conditions/physical requirements for field staff apply.



            • Normal working hours will be during the daytime, but may vary depending on project demands
            • Overtime work may be required based on Contractor's hours or work deadlines
            • Prolonged physical activity involving standing, walking, bending, reaching, lifting, pulling, and swinging.
            • Must have upper and lower body strength and endurance for lifting, pulling and pushing 35-50 lbs.
            • Strong balance and agility to occasionally climb ladders and/or crawl through openings
            • Some travel may be required for this position: Working out of area, out of state, or across the state may be required
