Position Summary Reporting to the Vice President for Student Affairs, the Director of Emergency Management & Environmental Health and Safety (EH&S) is responsible for the management and growth of the Oregon Tech emergency management and the environmental health & safety units. The position manages the day-to-day operations of emergency preparedness and response for the Klamath Falls, Portland-Metro, and Scappoose campuses. This position manages planning, budgeting, training, and programming related to emergency preparedness and response functions. This position works directly with individuals from all divisions and departments to increase the university's ability to mitigate/respond to emergencies, manage incidents, and restore the campus to operations after incidents. The position maintains and builds relationships and partnerships with city, county, state, public, and private agencies responsible for emergency planning, response and recovery. This position will design, plan, and conduct periodic emergency management exercises for the senior leadership team and policy makers, as well as campus departments. This position is responsible for developing and maintaining the Emergency Operations Center ( EOC ), Incident Management Team ( IMT ), and response operations plans. In the Environmental Health & Safety area, this position is responsible for identifying and correcting safety issues (including root cause analysis) and overseeing the tracking of chemical inventory, proper disposal of chemicals and hazardous waste for all University locations. This position also has responsibility for the university's compliance to external agency's ( OHSA , EPA , State Fire Marshal's Office, DEQ , and others) requirements and supervises the Environmental Health & Safety Officer. Additional Requirements

  • Bachelor's degree in Emergency Management, Emergency and Disaster Management, or a related field
  • Minimum of 5 years of demonstrated (recent) professional-level experience in emergency management and planning, policy development, and coordination with medium/large-complex organizations
  • Ability to communicate effectively both verbally and in writing, across all levels of the University; ability to prepare professional reports and develop program materials and plans
  • Basic computer skills; proficiency in MS Office Suite applications
  • Ability and willingness to respond to emergencies on an on-call basis, 24/7
  • Demonstrated experience in emergency management practices, with advanced knowledge of the National Incident Management System ( NIMS ) and Incident Command System ( ICS )
  • FEMA independent study certifications: IS 100, IS 200, IS 700 and IS 800 Preferred Qualifications
    • Master's degree in Emergency Management, Emergency and Disaster Management, or a related field
    • FEMA Independent Study certifications: Emergency Management, IS-230 and Emergency Planning, IS-235
    • Community Emergency Response Team ( CERT ) certification
    • Experience in a higher education environment
    • Basic experience in emergency planning, training delivery, exercise design, EOC management and facilitation
