Job Title: Outside Plant (OSP) Design Engineer Department:
Network Operations, OSP Design Location: USVI (Must relocate to
USVI within 30 days of offer) Reports to: Director of Network
Operations Grade: 21Job Code: NO0027 Type of position: Full-time
Part-timeJOB SUMMARYThe OSP Design Engineer is responsible for the
Survey, Drafting, Design, implementation, and maintenance of OSP
network design via Geospatial Platform. This classification
involves specialized technical level work of more than average
difficulty and responsibility, this position's main
responsibilities include fiber optic design, HFC and RGF design).
The personnel need in depth knowledge of OSP surveys, HFC RF
design, fiber design, and GIS design tool set are important
features of the OSP Design Engineer's responsibilities.
QUALIFICATIONS OR PREREQUISITESDuties and responsibilities include
but are not limited to the following:
- High proficiency in fiber optic and HFC design to deliver
complete fiber and HFC design packages for construction and
splicing
- Proficiency in Auto Cad, lode data, Crescent Link or similar
design tools is required
- Prepares and interprets electronic and hard copy drawings,
surveys, field notes, source documents,and other spatial data for
GIS conversion
- You will be responsible for generating finalized Designs and
Bill of Materials (BOM).
- Attend kick-off and recurring Project related meetings with
government agencies such as Department of Public Works and with
utility providers, including the local power authority, WAPA, and
other local service providers.
- Design and augment backbone fiber route.
- Complete Cost Requests from Sales Engineering with firm costs
to be provided for all necessary splicing based on existing network
fiber conditions.
- Implement and maintain the Innovative network design through
GIS platform and design tool set
- Deliver fiber optic route and FAP designs to include loss
budgets and splice matrix
- Working knowledge Outside network as-built process using mobile
application and GIS online platform
- Sound understanding of fiber inventory and assignments for
various services
- Interpret walk out data and input information in database
- Produce complete link loss budgets and calculate laser
values
- Manage and coordinate small and medium construction and design
projects
- Updates and creates GIS maps of the company's utility
infrastructure, including admin boundaries, HHP, network components
and other similar facilities
- Utilizes Global Positioning System (GPS) equipment and Esri
survey123/ collector for ArcGIS GIS software to collect, edit and
update geographic coordinates and attributesQUALIFICATIONS OR

- Performs intermediate to advanced GIS analysis functions, and
creates maps and reports to communicate results
- Performs quality control of all data, which includes spatial
alignment, attribute checks, topology validation, and other quality
control measures to ensure accuracy
- Operates a variety of office and specialized equipment in the
performance of job tasks, including computers and peripherals such
as plotters, printers, and scanners
- Performs related work as requiredREQUIREMENTS, KNOWLEDGE,
SKILLS AND ABILITIES
- Highly skilled in Fiber Optic and HFC design and design
tools
- Knowledge of Esri Arc GIS, Spatial 3D solution, OSP Insight,
ACAD, Lode Data, Bentley Design, Microsoft Word, Excel and Power
point
- Considerable knowledge of geometry, trigonometry, algebra and
coordinate systems
- Considerable knowledge and working experience with GIS products
including, but not limited to, Esri products such as ArcGIS Desktop
10.x and field mobile apps
- Firm understanding of the federal regulations as it relates to
aerial and underground networks
- Management of outside contractors for maintenance and
support
- Providing clear direction to subordinates in the area of
planning and design
- Ability to function in a matrix environment to accomplish
complex tasks
- Strong quality management background and experience
- Solid problem-solving skills with proficient attention to
detail coupled with strong written and verbal communication
skills
- The physical ability to work eight hours or more in a hot and
humid outside plant environment
- Ability to travel across the USVI islands to perform work
- Ability to work in outside plant environment in order to
perform QA/QC
- Ability to communicate effectively in writing and speaking
- Analytical thinker with technical aptitude to solve
problems
- Ability to quickly adapt to change EDUCATION REQUIREMENTS
- Bachelor or Associate Degree in Electrical Engineering,
Telecommunications Network Engineering or related field from
four-year college or university or equivalent industry
experience
- 10+ years in Design and OSP Network Design and Engineering
CERTIFICATION REQUIREMENTS
- Certified in Fiber design, GOPN,
- Certified in HFC and fiber design preferred
- Certified in GIS or related platformPHYSCIAL REQUIREMENTS---
Traversing on foot to complete a task; Use of upper extremities to
maneuver; exposure to extreme temperatures; subject to both
environmental conditions--- Ability to diagnose and detect
problems--- Ability to detect problems; climb heights up to 28ft if
required--- Must be able to push, pull, bend, stoop, climb, reach,
driving, talk, and hear--- Must be able to occasionally lift up to
